This publication offers a public review of the legal rules governing professions in Quebec in order to highlight the problems that the Office des professions is facing in its role as auditor of the 46 professional orders, and in particular of the Barreau du Québec.
It is explained that the problematic and unchangeable constitutional context, imposed by two foreign parliaments in 1982, contributes to the underhand institutional corruption of the Quebec professional organization.
As a result, the protection of citizens is compromised, especially when they face professional misconduct of a systemic nature.
